NEWS | The Greater Sydney Commission today announced the appointment of Jenny Rudolph and Lee Mulvey to lead its Greater Sydney Region Plan and District Planning work respectively.

Chief Executive Officer Elizabeth Mildwater said: 

”I am delighted that both Lee and Jenny are joining our GSC leadership team. Their appointments come at an exciting time for the Commission as we head into the Commission’s second round of Region and District Planning for Greater Sydney.   These new plans will be delivered at the end of 2023.  In the meantime, they will also lead our review of the plans, to be delivered next year, where we will focus on the big changes to our Metropolis, the impacts of COVID and the incredible opportunities that lie ahead for Sydney.  

Jenny and Lee both bring terrific planning expertise but also great experience in collaborative processes.  We will again be engaging deeply with our colleagues across State and Local Government, but also across the community more widely, as we undertake our next round of planning.” 

Jenny Rudolph (Executive Director Region Plan) is a town planner with a career spanning 30 years in both the public and private sectors.  

A former president of the Planning Institute of Australia’s NSW Chapter, and currently a Director on the PIA National Board, Ms Rudolph brings extensive experience in strategic and statutory planning, project management and facilitation of small and large projects in both greenfield and urban renewal development.  

She joins the Commission from the Department of Planning, Industry and Environment, where she has been undertaking planning reforms to streamline and reduce timeframes for planning proposals and assessing and endorsing local housing strategies across Greater Sydney.  

Ms Rudolph said, “Having the opportunity to plan with major metropolitan and regional stakeholders, to capture our connection to country and facilitate the best sustainable and economic region in Australia is very exciting. 

“I look forward to working closely with the Commissioners and the GSC team to let Greater Sydney continue to stand on the local, regional, national and international stage and deliver the next Plan that will be practical, deliverable and guides us post-COVID.” 

Lee Mulvey (Executive Director, District Plans) brings experience spanning three decades across strategic land use planning and environmental assessment in the public and private sectors.  

He joins the Commission from private consultancy, working on projects including Sydney Metro West and Parramatta Light Rail, and previously was Director, Sydney Region East, and Director, Urban Renewal, with the former Department of Planning and Environment. Recently Lee has worked on projects such as the Pyrmont Peninsula Place Strategy and Mamre Road Precinct, as well as with the Greater Sydney Commission on the Local Strategic Planning Statement assurance program.

He has expertise across strategic land use planning, major precinct planning, integrated land use and infrastructure planning, infrastructure corridor protection, planning policy, growth forecasting, and strategic planning and plan-making at the local level.  

Mr Mulvey said, “What a fantastic opportunity to play a central role in the planning for Greater Sydney, its unique places and environment, and diverse people! I’m excited by the prospect of working with a great team at the GSC, the Commissioners, across Government, councils and the community to make the District Plans as useful as we can and relevant to the local experience.” 

The Commission acknowledges former Executive Director Greater Sydney District Plans Timothy Moore, and Ed Steane (Acting Executive Director Region Plan) who have laid strong foundations for the review of the plans.

Mr Mulvey commences on 18 October and Ms Rudolph on 1 November.
